why? this one doesn't make sense, someone plz explain

If you were allowed to vote for your own raise, wouldn't you? Congress essentially does that, so the idea is to at least give the public the opportunity to fire them all if they vote themselves an inappropriate raise. At least in theory, they are now voting for the NEXT congress to get a raise, not "themselves"

an 11th amendment proposed as part of the bill of rights did pass, in 1992. it was sitting around for over 200 years.
No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.
