Can someone explain this spin to me? How does an increase in the number of enforcement encounters at the border translate into lax border security? Wouldn't actually the opposite be true?

Thus if you picture the spillway on the dam to be border patrol pass through to be the rate of Mexicans immigrating legally and the strength of the dam to be the number of enforcement encounters you can easily see we are in for a Noah level flood.
This should in my opinion be obvious to anybody who grew up in a literate household and had an all knowing father who, like my own, informed me as a small child that if every alligator egg that got laid were to grow up to to sexual maturity we would have been up to our asses in alligators long ago.
