There's been a few of them, and I've only included the first QB picked in each draft.
On the other side of things, first QBs picked this decade also include Matt Ryan, Carson Palmer, Michael Vick, Chad Pennington, and Eli Manning, who've had their share of success (and downturns) as well.
My thoughts:
Smith - never should've been #1 picks, never showed any potential while in the league..
Carr - put in a terrible situation, lasted a few years but like Couch below will unfortunately never recover
Vince Young - built off his amazing last year in college, particularly that last game, but shows that athletic abilities just can't replace hard work and good decision making in the NFL, still may get another shot as soon as this year if the Titans keep losing. Has officially ended the era of mobile QBs being good franchise ones that started circa Randall Cunningham.
Jamarcus - Was described by Mike Mayock as having the most upside and best skill set he'd ever seen since Elway, but questioned his desire to play football--and again shows that you have to be dedicated to your craft in order to achieve anything.
Tim Couch - Was in a loaded QB class that included Daunte, Donovan--but was placed in a horrible situation in which an expansion team got glorified flag football players that no one could have succeeded in and was never able to recover..
