Big Typhoon only at 700 RPM is this normal?

I have the Big Typhoon installed on my Gigabyte DS3 board to cool my E6400 and I noticed it is only being reported as running at 700RPM... Shouldn't it be almost double that? I didn't see any cool and quiet options like my old X2 chip had, is there something I'm missing?

Nevermind, there is something in the bios that I had to disable to get the fan to run at full speed.
