big rims thatwont fit cars somewhat

Couple weeks ago, i was out driving around with my girlfriend. We saw this guy pass us in a car that from the 80's i think, not sure what kind it was. He had at least 22in rims on the car, to get them to fit under the wheel well, the guy had to raise the ride height like 10in. We seen several cars like this around her area. I mean why would you buy rims that wont fit under wheelwell and have to jack the car up 8-12in just to make them fit. It must be the new cool style these days.
