DC Mayor has requested in advance for the DC National Guard to help with security for Biden's inauguration.

Since DC isnt a state, the President must authorize the DC National Guard to be deployed.
(He also must authorize another state's National Guard to enter DC if they want to help.)

They should just scrap any kind of public inauguration this year. Just have a private ceremony where Biden swears on a Bible that he will uphold the Constitution. Until the National Guard is authorized to have weapons, it doesn't matter how many they have, they will just be meat shield until that authorization is given for the National Guard to carry, as DC is a gun free zone. Even for the National Guard. It's amazing that the SS had guns inside Congress now that I think about it.
