BFG5900 vertical blue lines

I recently bought a BFG5900 in FS/FT forum and installed it in my DELL 400SC. I was running my eVGA 5700 Ultra flawlessly in the same system. Upon booting up (when the DELL logo is displayed) there were several pairs of vertical green lines running across the screen. When the Windows logo boots up, there are about 4 pairs of blue lines on the screen. It boots into Windows fine, but when MS detects there was a new hardware, it displays a blue screen and then reboots. I restarted the computer again and got into safe mode to download and install the Nvidia drivers. After that the it wouldnt boot into Windows anymore, there was still the vertical blue lines when the XP logo is displayed but that's about it (the screen got no signal). I'm back to my 5700 now

My questions is: Is the card defective or is the 250W 400SC PSU that is holding me back? (which is unlikely since a lot of people have been running overclocked 6800s flawlessly in their 400SC. In addition, my 5700 Ultra ran fine)

Edit: Yes, I did connect the external power to the 5900
