Hi everyone, i recently took apart my graphics card to clean and reapply thermal paste to the unit. and after doing so and putting it back together along with my whole desktop. Now when i turn on my computer the gpu screams at full rpm and leaves my blank and turned off. please help me.

Just guessing, but the card is probably overheating causing the fan to max without cooling your card enough to run properly. Maybe bad contact. Try reinstalling cooler again and if you have another video card try that to make sure it's not the system.
 
Yea probably bad contact, but check to make sure no thermal paste spilled over onto other components, some silver based thermal pastes are slightly conductive.
