I spent some time yesterday with Driver Cleaner, the last 3 Audigy driver updates, and BF2. I finally got it working. The best way to test EAX is to drive into the tunnel on the Kubra Dam level and honk. Not to mention the entire game seems smoother now.
The only snag was the install order for the drivers. The first one installs first, but the Beta driver must be last, despite what the file dates say. At least that's what finally made it work for me.
