BF2 and drawfps

I've been informed that the first number is current fps and the second is average.

It has me at around 11 yet the first number never drops below 40 or so. (And usually sits around 80.) The game is playing like it is around 60 or so.

So, it doesn't look like an average.

What is it?

A broken average? Or something else?

I have no idea what the second number means, but the odd thing is that the lower the first number goes, the higher the second one goes.
