between 28.8 and 56k modem, which one is the standard?

does anybody know which one is consider to be a standard modem ? 28.8 or 56k?
I'm and my friend try to figure it out which one is the standard right now. My friend said that 28.8 is still a standard. But I'm thinking that 56k is now the standard.
I'm thinking that 56k is the standard because most of retail store (except maybe computer renaisance) and online store not sell 28.8 modem again. And i think nobody want to buy 28.8 modem.
But my friend argue that 28.8 is still the standard.
And he argue to that when we creating a good web page, we need to adjust the speed to 28.8 instead of 56k user. 🙂

anybody know where i can find the statistic with how much people using 28.8 or 56k?
 
many old house, apt phone lines are too old that even can't connect at 28.8K, like my apt, most of the time my modem only can connect at 26.4K or 24K, few times can connect at 28K. So when designing web pages, especially the size of picture files, should consider the 28.8K connection users.
