Better to max out the core or mem portion of a video card?

ie: Lets say i can get a card to 300/600 OR 275/625. Which would offer better performance?

Overclocking one doesn't prevent you from overclocking the other as far. Overclock both the memory and core as high as possible. With that said, my 3dmark scores went up more by ocing the memory than the core.

That depends entirely on which graphics card your using.
Different graphics architectures benefit from different things.
That said, most modern graphics cards tend to be more memory bandwidth limited then pixel/texel fillrate limited so you'll usually want to go with the higher mem clock.
