Better AVI Quality

I have an avi movie that I would like to view in a larger window. Right now, the movie is about 215 megs and is about an hour long. It's clear when viewed in windows media player in the small window but the quality is terrible when expanded. Is there a utility that can convert or compress it so that I can view it in high quality even at full screen?

Once someone has encoded it from a high quality source to a low quality source, you can't go back from the low quality to the high quality. It just doesn't work. You can turn a cow into a hamburger but you can't turn a hamburger back into a cow.
