Best Way to Turn VHS to VCD

Ok...i am hopefully getting my Radeon AIW and P3 1ghz today. What is the best OS to do this in?? I dont know wether to do 2k and NTFS or 98. Using my IBM 75gxp 45gb. What is the best way to turn my HVS home movies into VCDs?

One other thing. Is it true that some Burned CD's dont play in DVD players?

Here is a good site VCD Help, Win2k with NTFS is my choice for OS/file system mostly because of the stability of the platform and no filesize limitations( extremely helpful for video capture/editing). It is true that some DVD players wont play burned CD's.

I second the NTFS with Win2k from above. I do that because I don't have Win2k (doh!) and have run into the 4GB file size limit in Win98SE when capturing. The key to a good capture and good VCD is *minimal* compression during the capture process. The less compression, then the less lost frames due to an overloaded CPU and the less visual artifacting.

I also see the rbV5 gives the link to VCD Help, which is just an awesome site for learning about making VCD. Make sure to get the utility Virtual Dub and be prepared for a bit of a learning curve. You'll need to download some lossless video compression codecs and add them to you system as well. Be patient and read the VCD Help site.

But definitely Win2k and NTFS.
