Best way to tell if this is a monitor or video card issue?

Whats the best way to determine if this is a monitor issue or if the video card is failing?

Try the monitor on a different computer.

Try a different monitor on your computer.

Swap out the cable between your computer and your monitor.

Looks like the wierd lines are happening just in the video portion of the video player.

I'd swap out the cables, but it looks like a video card issue.
