best way to send money internationally for shady deal?

my friend insists on trying a too-good-to-be-true-offer on ebay from an overseas seller in GBP, seems like from Hong Kong. he won the bid and seller gives him info for a Bank Wire or Western Union transfer (even bigger tip off of fraud). if this were US deal i would tell him to do money order, but what is the safest method for an overseas transaction to send money
 
The only safe way is to not do it. Everything else is risky at best because if there is fraud, he has no recourse.
 
Nothing fraud by asking for payment by wire transfer as that is the standard way to buy goods from overseas, but if something goes wrong you cant get a wire transfer back. He should try to pay by CC or paypal so he has some type of protection.

CC Paypal would be better.

Although..not buying would be the best option.
 
Tell your friend to give you the cash and you'll take care of it.

Keep the cash, tell him that the other guy would have done the same.
