Best way to prioritize packets? (gaming, torrent, browsing)

How can I apply packets first to web browsing when I'm torrenting. As I want to as closely as possible to max out my connection torrenting, and leave about 25kb/s for surfing.

Whenever I do that, browsing performance is a bit weak. I would like to do this with one computer, but I might spring for a nice router(if that helps) for my macbook/iphone.
