Short of sand blasting the chrome?

I'm building a Schwinn Black Phantom and the tank I have for it needs painting.

It's chromed right now....

Any tips?

Can try just scuffing it with some sand paper or something first. Or maybe a file would work better. There's special paint for sticking to other thing slike shiny plastic and stuff. Might just need to call places and ask for any special paint for adhering to chrome.

Sand with steel wool.

Clear Coat.

Clear Coat.

Make sure to wet sand between each layer.

This is assuming the chrome is intact, and not flaking off or anything. Otherwise, you'll need to completely strip it off...
