Is there a simple way to move all contacts from an iPhone 4 to android, specifically the new SGS4?

I used an app on my iPhone (name escapes me) that also wrapped up all of my contacts into a contact file that I emailed to google. Signed into Gmail and pulled them in that way. Also gave me a nice backup of contacts I could easily move around to different devices.

If you have an activesync enabled exchange account (aka its a work phone) , it'll do it automatically when you add the account :)

If not you'll definitely need to sync them with something like a yahoo or a gmail account and pull them back down on the new phone, or do it manually.

Sync it to Google Contacts. Or Outlook Contacts (or address book), then export the contacts and upload to Google Contacts.

Make sure you upload to the Google Contacts email address that you have set up the android phone with.
