Best way to mount a cpu fan?

well im getting a xp90 with a 92mm tornado soon and i was wondering whats the best way to cool my cpu? i dont have that good fans blowing air out but im thinking of getting three 80 mm tornados, (2 blowing out back, one blowing air out top) and i have 4 vantec LED UV fans that are pretty strong blowing in.

fan blowing down will give you the best performance, but it blowing up (sucking air off the heatsink) is suppossed to be quieter, but i don't know if thats true.

vantec tornados are LOUD...... as in very very loud.

A few normal 30-40 cfm fan will probably be fine.
