Best way to migrate users to new server

Whats the best way of migrating user profiles to a new server? Going from windows server 2003 to windows server 2008 r2. Does the migration tool have something in it so I can migrate just there profiles

Yes there probably full profiles, I may just want there profiles with there permissions

You need to find out if they're using roaming profiles or not because the procedure will vary and you'll have to worry about more than just their permissions.

Well I just discovered you cant use the migration tool on sbs 2003 to migrate to 2008 r2... As far as roaming profiles not exactly sure I know our my documents was configured to backup onto the server and every computer you logon t o here would show you documents. But Ive disabled my documents sync because it was loosing files in between sync on some of the users computers
