Best way to make decision tree / flow chart?

I'm wondering if theres any good way to make one with software, free or office related.

Visio is the obvious choice.

microsoft word, use textboxes and draw lines between the boxes to do it.

That was a joke, more seriously, that one looks like it was done with office.

You can create those in word as well but visio does just that so it's probably better.

Yea, I was actually researching this a couple of days ago because I'm going to make a couple of flow charts today as my side project becomes increasingly large and unmanageable since I just code shit without organizing it.
