When I was previously in Germany with a friend from outside EU we got him a SIM from a local phone store (also Vodafone I think as mentioned above) and registered it in store using the address of the hotel we were staying at. Had no problem doing this and the store staff did not seem to think it was an unusual situation.
A local SIM will be far better value than the $10/day travelpass which sounds like terrible value for allowing you to use the texts/mins/data that you have already paid for. In 2 weeks you would spend more on that Travel pass than I do on my phone tariff in 5 months (which gives me unlimited data that I use in many country's for no added fee)
Alternatively go for the travel pass and charge it to your company, as you are doing it for their benifit.
