Best way to get a refund through paypal?

So I spent about $20+7 shipping on ebay through a 100% feedback seller with 23 positives. They sent the wrong item, I wrote back they apologized and offered a full refund. I've been trying to get it for a month. I just filed a dispute with paypal, but it looks like since they have under 50 feedback paypal will work with me but will take $25 for their services and require me to ship the item back to the seller.... I paid with a credit card, am I better to just call my credit card company and dispute those charges that way instead?
