Best way to format a SATA HD

What is the best/easiest way to format a SATA 80 GB HD. I have WIN XP.

Are you going to use it as an os drive? or just storage?
If it's just storage then:
start->control panel->admin tools->computer management->storage->disk management
You can set partitions there.

This will be the OS Drive and everything else goes on it drive.

You can set partitions/format when you install the OS. Make sure you unplug any other IDE drives and have the SATA driver handy when you install. Press F6 when prompted for the driver.
