Best way to draw smooth lines on PC?

I use Photoshop and a few other programs, but when I want to draw something like a vector image (such as flames) I cannot draw them smoothly. I guess I need something that will "average" my line and anti-alias it. But it has to stay vector so I can apply my Styles to it.

Anyone have any tips? I tried a Wacom Pad, but that sucked.

When using vector graphics under node edit or whatever you can right click the nodes and it will give you the option to smooth the line.
