Best Way to Check Connection Health

What is the best method or utility for monitoring/checking connection health between point A and B? I have a number of job sites that are IPsec VPN connection to the office. I want to be able to monitor the health of these connections as there are a few pieces of software we use that require a consistent connection to servers here.

What is the best way to set this up?

What is your price point? I love Solarwinds Orion for this stuff but it is pricey however it does what it does extraordinarily well.

I was hoping there was something free. I'm open to considering paying for something if I need to. How is that software licensed? Would I be able to buy one copy and implement it in multiple locations?

Orion is central server based. You buy per server and connection point (router / server / device.) From that it does SMNP pulls, ping testing, netflow if you want it to.

On the free side Nagios does work well but is a pita to set up.
