Best Way to Capture Video from a VCR?

I want to capture some of my old videotapes. I'm going make vcd's out of them so that I can play them in my DVD player. I tried capturing with the video in on my friend's Radeon but it only looks OK. Would it look better if I tried it with a TV-tuner? Thanks.

The TV Wonder is just PCI card for video capture, etc. The All in Wonder is the video/capture card.
