Best way to buy new car?

Well my brother was approved for a loan for about $15000 and he wants to buy a car or SUV in the $13-$20000 range. We went to go look at a 98 Suburu Impreza RS today but it was kinda expensive considering how small it is. He likes those small japanese race cars alot too like Integras and such. Just wondering, what's the best way to get a good deal on a car? So far he's only been to dealers and private sellers thru autotrader.com.

1. Do some reasearch on wholesale/retail blubooks
2. Figure out where the dealer is making just even
3. Go in and make an offer
4. When they come back with a counter offer... Tell them you'll think it over and use your shoes and walk out the door.
5. They will call you, I guarantee, with a better offer.. the longer you stall, or give in just a little, the more reasonable they will become.
6. Don't show up in the showroom until you feel you have a fair price. You have the power over the phone. THey have the power in the show room.
