Best way to back up windows XP setting for reinstall

Windows is acting screwier and screwier. Its time to nuke and reinstall.

Is there a program out there to back up my personal settings like email accounts and bookmarks and folder options, etc... without also backing up and restoring potential problems like data about previously installed drivers and stuff.
