A bit more information would be helpful in answering your question properly:

Where is the TV being used? Is it there a PC nearby? Several people use that TV as a monitor, so I don't want to make any assumptions.

There were/are several Set Top Boxes available (I picked one up a while back (discontinued) from Radio Shack for less then $100. If you are using that TV with a PC, then you might want to consider an HDTV Tuner card. I have used both a STB and a HD TV tuner and both performed similarly. Both grabbed the same amount of channels and both had great quality. The STB was more straightforward and the HD Tuner had more potential (DVR, Burning TV to DVDs, etc...).

The bottom line for me was this: if it was for me alone, I would have used the HDTV Tuner card. If my wife/children were gonna use it, I would have used the STB.

A final note: I talked about both of these in past tense for a reason. My cable company has offered me a 'package deal' where I can get HD channels, phone, and internet cheaper then what I was paying (not a promotional rate either....). So, now I used the cable companies box for my TV.

Well, that complicates thing slightly (since you would certainly want to go USB, and since I can't imagine you wanting to leaving your laptop on 24/7 (which is the only way I would personally have a PC do my TV tuning). If I had to fire up my PC every time I wanted to watch TV, forget it....

I'd think that space permiting, I would just get a HD STB. Unless, as I have mentioned, you have a internet/phone/cable provider that will give you a 'package deal'.

BTW: HERE is a USB HD TV Tuner. Pay particular attention to the first and second reviews (written by the same guy). He was unhappy with the quality on his laptop (the tuner uses Software encoding), but happier when he switched it to his PC (much more powerful system specs.). I would think that something equivelent to THIS would be much better for you.

Ohh yeah... I think ATI might make a good USB tuner, I can't remember if they offer a HD USB tuner though...
