Best VideoCapture S/W, Video Codec

Can anyone recommend a good video capture / video editing software?

Do you need to encode in MPEG2 first in order to convert to DivX?

No you don't need to encode in mpg. Adobe Premiere is a very good editor. But MPEG either 1/2 are not really for editing and most programs don't edit them well. The best way would probably encode into the least lossless codec. uncompressed would be the best but you may have frames dropping. Then convert to divx.
