Best Video input (composite, s-video -> DVI)

Any recomendations for inputting video to the computer? I'm looking at the Radeon AIW 8500DV, but I've heard the quality is somewhat shoddy. I do a lot of high quality video editing and rendering, and would really like the best quality possible. I've picked up that TV Tuner cards are pretty much a no-no, but I haven't really heard anybody mention anything better. Any suggestions for high-quality video input?
 
What's your definition of high quality? What's yer budget? What kind of video do you need to input and what kind of video do you need to output (example: Your source footage is MiniDV and you are outputting to DVD).

Most of the source is on VHS or 3/4" tapes, though the occasional miniDV or Digital8 Camera (preferably firewire from those though). Output is usually DivX, though sometimes DVD.

Most of what I do is inputing videos for splicing/editing, and then outputing back to .avi or tape. I also do some archiving, storing the videos in DVD format or in .avi.

I'm looking in the sub-$100 range, though I'd be interested in hearing about anything (who knows, i might be able to get my school to pay for it 🙂 ).
 
From the digital media, go digital - USB and FireWire for still and video cameras, usually.
Best you get from analog video media is SVideo, where color and brightness information go separate.

ATi's RageTheater chip as used on the AIW cards is a pretty good video encoder. Anyhow, the quality coming from VHS tape is bad enough, so this or that encoder chip won't make much of a difference anymore.

All PCI tuner cards are full resolution (640x480 NTSC, 768x576 PAL). Including those based on the Conexant Brooktree BT8xx chips.

How can you say all pci tuners are 640x480 NTSC, 768x576 PAL? Expecially since the given other example card here quotes its specs of:
Video Resolution (NTSC): 320*240 Pixel
Video Resolution (PAL): 320*288 Pixel
??

So then, what does this mean for me? Am I better of quality-wise with the 8500AIW or with a tuner card? and if a tuner card, can you recomend one? I've been unable to find detailed specs on anything.... I'm trying to build a machine before school starts, and would like to make a decision soon.

I've heard alot about the Leadtek TV-Tuner Card, now I hear its resolution isnt a good. Whats up with that?
