Best Video-in Card for $50-$100?

Hello all. I am looking to do some caps on a WinXP box from very high quality SVHS tapes. I have about $50-$100 for the actuial hardware, and I pretty know what I am doing from there (have a Raid0 array I use for encoding, capturing is just alternate input from the filterchain, and have worked with vhs sources before). I tried using my ATI Radeon 64MB DDR VIVO (this is the original radeon), and the quality is definatly not up to par. Anyways, the question is mainly what is the best card in the $50-$100 range for this job? While doing stuff like recording shows at specific times is nice, since the primary job of the card will be capping, quality is BY FAR the most important issue.

if caps=captures, then loooking for video capture via videocards was a bad idea if you want high quality. I suggest you get a seperate capture a card using the zoran chipset (The Pinnacle AV whatever has them) . If possible, try migrating to firewire.
