It will basically be used to run Left 4 Dead and a few other source games. Nothing like Crysis.

After rebates, the 9800GT or HD4830 are the best cards. I'm pretty sure Nvidia cards run Source games (like L4D) better, so the 9800GT would probably give you better performance. After that, look for a 9600GT, HD3870, or HD4670.

What if I want to go cheaper would a Geforce 9500 GT be ok ?

I know the Geforce 8500 GT is horrible though.

9500GT is basically a 8600GT. It will do, but isnt too great.

The cheapest you probably want to go is 9600GT / HD4670 / HD38xx. Below that performance starts declining very rapidly for only like $10 cheaper.

Isn't a 9500GT just something crappy from the 8xxx series with a new name?

9800GT at $90-100 after rebate is a great value though. If 4830s are the same price, then it's a toss up on those.

...although all of these would require you to spend more than $100 before the rebate.

If you really need truly less than $100 before the rebate, look towards an HD 3870

or one of the many 9600GTs:
