Best video card for around $40 (used) these days?

used i dont know but you can find some cheap cards on newegg.com, ex, radeon 7000 and geforce 2

I have been out of the video card scene for ages, is the 8500 better than say a 9200 non-SE?

Yes, much better than a 9200. A ti4200 64mb would also be great if you could find it.

for $40 get a GF3, 8500s are still ~$50
