Best video card for a 250 watt PSU ?

I have a friend who has a Compaq computer with on-board video. The PSU is a meager 250 watts. It's running a sempron, 2 dvd roms and one hard drive. What is the best video card (pci-e) he could run with such a paltry power supply? He says he doesn't intend on using the computer very long and he doesn't wanna bother with upgrading the psu.

A 7600 GT would do pretty well. My brother is running an Emachines computer with a 200 watt psu, and has been running perfect for six months now. I would go with that.

I have 2 x 7600gs (passive OC versions 500/900) running in my htpc - it has 240 watt psu

7900GS does not use much power (if it has about the same power draw as the mobile version).
