Best VGA adapter?

Can someone please give a good recommendation for a vga adapter, or even a TV tuner if it will work better.... I just want to be able to play all my consoles on my monitor(19" KDS XFlat). I really can't afford a descent TV right now, so I figured a VGA adapter might solve my problems. I just don't know what kind to get Any reccomendations would be very much appreciated.

BTW, anyone know how I can get my monitor display to always stay in the center of the screen??? When I change refresh rates or resolutions, the display is always way off....

you mean a video card or a dvi>vga adapter?

I apologize for not being clear enough. I meant an A/V or component -> VGA adapter, like to use your monitor as a TV.
