I would go with the fastest clockspeed, alot of photoshop can be still single threaded, so go for highest turbo clock speeds(i believe this would be the i7 7700k)

Some aspects are multi threaded though, and some filters as well, so the 6/8 core ryzens are not a horrible idea either.
