best upgrade path right now?

Ok this isn't for me but for a friend. Right now he has a SECC P3-700 and he's wondering what he should upgrade to? He's not sure whether to go P4 or go with the highest P3 possible... what do you guys recommend? BTW He doesn't really like AMD so...
Oh yeah, he mainly does web surfing and the occasional video editing. When I visit him, all I do is play CS 🙂
 
Personally I'd just wait if he already has a p3 700. If he's not into AMD at all then he's pretty limited, so he should probobly wait for the p4 line to unfold a little more. Especially if his main thing is web surfing, he probobly doesn't need to upgrade at all... 😉
