Best upgrade from Galaxy S4 Active (older person)?

Edit: Thanks for all the suggestions/feedback. We did end up getting a new S5 as a replacement for ~200$.

My dad is needing a phone upgrade, the old S4 active is starting to flake out after years of hard use/abuse and overheating. It was bought new, and is running on ATT (he's very stubborn and is very resistant to change).

Problem is he's only ever used that Samsung (dumb phone before that), and is used to it's software...would a new galaxy even be the same? He'd prefer to stick with the same (5") size phone, that's water resistant (drops into water, or pockets full of water/dirt/grime). I know he needs a phone that will not be getting hot like the S4 active (so no 808/810 etc). He needs something highly reliable, that gets good battery life.

He's got serious medical issues, mostly bedridden, and lives alone if I'm not there to help out. He's constantly running the phone now, playing simple games like sudoku, backgammon, etc and lots of texting. Basically, doesn't need to be much faster than the S4A was new. The replaceable battery was useful, even only to replace the battery as it wore out (just 1 battery replacement helped his S4A a lot). Seems like that's not even an option anymore?

Then there's the price, prefer not to spend a ton if it's not necessary. He's on a small disability income right now, so saving money is important. He does have some savings (but that's at risk due to other issues), and can spend $800 or whatever the hell phones cost now if that is his best option. I don't know the first thing about android phones, I've never had one, never used one, can't help him with anything about them.

Oh also, he has to take several medical photos every day and he's been having issues with storage space (even with the 16GB SD card or whatever he has in there).

TLDR:

Hoping for a reliable (function and reception), rugged water resistant, 5" phone, with long battery life (both run time, and years of use), lots of storage and/or SD expansion, and as cheap as possible.

Oh also, we can wait a bit if there's something worth waiting for...his phone isn't quite dead yet.

seems like a perfect use case for an iPhone plus. I usually recommend an iPhone Plus to the older generation in my family due to ease of use and better longterm reliability. Plus size is useful to them with deteriorating eyesight (I usually zoom text to maximum size for easy readability.) I gave couple of 6 pluses when they came out to my extended family and they are quite happy with them even now. they got upgraded for samsung S2s and the learning curve was there but they got accustomed in about 3-4 days.

I would recommend you to buy a 7 plus 128 due to your stating water resistance and storage but its 100$ higher than your budget. If you need android, sd expansion and water resistance S7 seems like the only option but screen is smaller and samsung reliability is a bit hit or miss. ZTE Axon 7 is also a great candidate with costing only 350$, SD expandability but lacks water resistance. One plus 3 is also pretty good. It comes with 64 gb standard for 350$ but lacks water resistance and SD expandability.

I strongly recommend an iOS device (6S has adequate water resistance, about the same as S4 Active.) As long as you have good internet, internal space is actually a non-issue. You can use google photos to automatically manage it, And it's unlimited.

I'd look at the Cat S60, which can take a lot of physical abuse (designed to take drops of 1.8m; IP68 rated). It's "only" 4.7", but it has 32GB and microSD slot. It's not cheap at $600 new (some of that price is because of the thermal camera, which he probably doesn't need) but it may be worth it if you are worried about him dropping his phone.

Otherwise if he's used to TouchWiz *shudder* I concur with S5 Active suggestion, which while a little older is also decently rugged and has a replaceable battery (good idea to get a new battery if you buy it off Swappa or somewhere else used) and is significantly cheaper. It's not quite as impact resistant or sealed as well, but likely well enough for everyday life.

I'm not a Samsung fan, though, and have never seen a Samsung phone that aged well from a software standpoint (without rooting/flashing or GPe model, that is). A Samsung phone from 2014 may be pushing it if he plans on using it for a few years.

I have the s5 active, been in a unicorn beetle case from day one . Looks new . I upgraded to the s7 active and I really like it . Inductive charging , 4000mAh battery, better display . I second the vote for an s5active . My son wants my s5 active because it looks new out of the case . That 20$ case took a 30' drop from a man lift hitting a cross member on the way down . Cracked the back of the case , the phone was unharmed . Recommended .

I would think any current new phone would be solid for the OP.
Tons of phones like the honor 8, nexus 5x could do the job and not break the bank. Only issue is the lack of removal battery and some phones have lack of SD card, but 32gb on board.

I've owned a s4 in the past only to upgrade to note 4. Battery life got better, screen size got larger. Not a bad phone.
