Best TV card under 200

I hear that the Hauppauge PVR series is good, haven't tried it though (no interest in analog TV anymore really). You can get the PVR-150 (or whatever the lowest model is) for $65 or so, last I'd checked. There's a newer ATI one too that's supposed to have good picture quality, I can't remember the name of it though.
 
On a similar topic, PCI tv cads over USB tv tuners?

The last TV tuner I had was an ATi All-In-Wonder, and well. That was a tad poor.

That is a function of the software, mostly. I have a Hauppage WinTV Go PCI card and the included software didn't allow me to pause live TV. I use it in a MythTV setup and can pause just fine.
