best tool/prog to tweak an internet connection for gaming

For a dialup connection what is the best program out their for getting the best out of your modem (under win98).
I have tried a couple and cant see any difference

Just buy a modem based on the lucent lt winmodem chipset. It beats every hardware modem in terms of pings and uses no more of your cpu then a hardware one does because its a dsp. They're really cheap too.

I have an external modem and my gaming pings are quite acceptable (i have the lowest of the dial up connecting to the server), but i assume things still have to be tweaked.
Sometimes i use modem for upload/download and other times a combo of sat download and modem upload

When in the past I used a dial up modem and Win 98 I purchased a cheap modem 'tweak' shareware utility (I can'n remember which one it was) that was recommended at one of these 3D gaming sites like tweak3d. If it helped I never sensed it and I don't know how to reliably test it's effects. I believe that all these programs can do is reset arcane windows settings that you can tweak just as well yourself if you know what you're doing ( ha ha ha ha ).

I finally got smart and got DSL.
