Best tool for file recovery?

If your partitions are OK and you just want to recover data, try Photorec.

It's supposed to be safer in that it won't allow you to write to the disk, even by mistake.

Ontrack EasyRecovery Professional from Kroll is good, but the demo version will only show you what files it can recover. You have to then pay for the Home version. Advantage is that the left side pane will show you the recoverable files.
 
One way is to have a NAS type device in your home and have something like FileBackupEX keep them in sync. Are you asking about "files" or "disks"?
