Sell your car now. If not, it's better to wait late spring.

As for buying...anytime between now and late spring is th ebest.

If you mean buy a brand new car, november/december is the best time to buy. The best time to sell is in the summer.

Now is probably a good time to pick up a 2001 seeing as the 2002s are out and about. Also, I've been hearing that the recent events have hurt the industry a bit so hopefully they'll appreciate your business.

The best time to sell a vehicle also depends greatly on a vehicle.

4x4's and SUV's tend to have a better selling value in the winter vs. the summer. A convertable or a small sports couple will sell much better in the summer than the winter.

always the end of the month. dealer are more eager to sell the car cheaper in order to make the sales figure look good or meet some quota.
second best is end of the week, same reason.

there are a lot of redesigned model for different make and model, so buy the 2001 model, not the newly designed model for better price.

For example: Toyota Camry and Nissan Altima are two that have a great 2002 model, they do have a lot of 2001 inventories left.

The best time to buy would be somewhere around now. It depends on what car you are looking for and if the new model year of that car has been released yet.

IE the new version of the Camry was just released so a few weeks from now the older model Camry would be a good deal since they want to unload those.

Since it's a new car I was going to say October (it worked for me). But yes you want to buy last years model sometime in the near future. If your not picky and are willing to take the risk that they might run out of last years model then you can wait longer.
