Best time to lay grass seed is at the end of July correct?

depends upon where you live. Fine fescues are good for cooler climates while something like centipede works well in warmer. A fescue/bluegrass mix may work in areas in between. Talk with your local greenhouse. As for planting grass, generally one would do that late summer to fall. Can be done earlier but can take more care to avoid killing the delicate grasses in the heat before they get established.
