Best stand alone Capture Card?????????

Hello forum, it's about time for me to retire my old AIW 9000 Pro and instead of buying another All-in-Wonder card, it would be cheaper to buy a decent TV/Capture Card and just keep my Video Card up to date.......Anyway my question is, What is the best Capture Card for under 100 bucks?
