Best Sotware to Convert Mpeg2 to VOB (DVD)

I have converted a number of Hi8 Camcorder Video to Mpeg2 format without really thinking if this was the best format. As the title suggests, is there a good piece of software that can convert Mpeg2 to DVD?

Nero can create a DVD out of any video file (if I'm not wrong). However, when buying an DVD recorder you should get DVD creation software with it.

Maybe you could use WinDVD Creator, or PowerProducer. Maybe tmpgenc has a chance, too.

MPEG2 is the format DVD's use. You need to use a DVD authoring program to create the VOB and IFO files needed for playback in a DVD player. There aren't any free programs that can do this AFAIK but a demo of SpruceUp is still available, and information for making it a full version can be found if you are persistent. This is technically illegal but the company that made SpruceUp is no longer in business so it's not possible to buy a copy. Your DVD burner may have come with some software that can do this, also. My HP 200i did.
