Right now, I have 3 email accounts that I check at home on Microsoft Outlook. Two from my ISP, and my gmail.
I have gmail set up as pop in outlook, so it downloads the messages from gmail.

I have a Windows Mobile 6 cellphone, and would like to be able to check my email on the phone. What is the best option for me to do this? I know the difference between pop and imap, so I am guessing imap as I would like to have a copy on my home pc in case I need to save the email for a later time. Would I want to set up a "push" email exchange server? What do users suggestion for my situation?

Dunno what your corporate email structure is like, but I use verizon's Wireless Sync program which automatically sync's my desktop's inbox to my phone's inbox. Why don't I just have exchange push emails to my phone? I don't have the necessary privileges..

Anyway, pro's/con's
- phone inbox mirrors desktop inbox. SO if you have exchange/imap + gmail sending phones to your inbox, you'll have copies of emails on the exchange servers + gmail servers, and you will see on your phone all emails in your inbox. So in this regard, I think your goal is met.
- with this type of setup, you need to leave your desktop on all the time.
- no setup of exchange
- seriously, this took me like 5 minutes to setup. quite painless and I'm pretty happy with it

Get a BlackBerry and use BIS. It handles up to 10 email accounts and does all the 'pushing' for you with the efficiency of the BlackBerry push email solution.

If a change of device is not possible then go with the other suggestion.

I have my personal, school and google email forwarded to mail2web (free Exchange email), which is then pushed to my WM6 phone.
