Best software to control fan speed

not control, but to monitor u should use speedfan.

to control you should use a manual rheobus but u wont be able to monitor.
 
speedfan can usually control at least the cpu fan and 1 or 2 others (it's up to the mobo to support speed changes on the fan header) but the setup of the software is a hassle and a half. you could use a rheobus and still monitor rpm (not that it really matters) if you buy or make an adaptor to send the tach wire to the motherboard and power+ground to the rheobus.
